- Resolution 98/2023/QH15: Focused on piloting special policies for the city, which includes unique mechanisms for startup development.
- Resolutions 19/2023/NQ-HĐND and 20/2023/NQ-HĐND: These resolutions specify financial support ranging from 40 million VND to 400 million VND for each innovation-driven startup project, with priorities on e-commerce, fintech, logistics, healthcare, education, high-tech agriculture, sustainable development, digital transformation, and cybersecurity.
In addition to financial policies, the city has placed significant emphasis on attracting talent in the fields of science and technology, offering income levels up to 120 million VND per month. Ho Chi Minh City has also strengthened international cooperation through investment connection programs, startup exchange initiatives, and international incubation partnerships.

The establishment of SIHUB (Startup & Innovation Hub) serves as a core component in connecting resources, promoting technology transfer, and commercializing research outcomes. The hub aims to position HCMC as a leading center of innovation in Southeast Asia.
