Entrepreneurship has emerged as a key driver of innovation and economic growth. Among the vibrant contributors to this transformation are students—young individuals full of creativity and ambition. Recognizing their potential, the Government of Vietnam has launched Project 1665, officially known as “Supporting Student Entrepreneurship until 2025,” to foster a dynamic and globally integrated workforce.
Strategic Objectives of Project 1665
Approved under Decision No. 1665/QĐ-TTg (October 30, 2017), the project aims to provide students with entrepreneurial awareness, knowledge, and skills. It also promotes a comprehensive startup ecosystem within schools, connecting students with mentors, businesses, and support organizations.
Implementation Framework
Led by the Ministry of Education and Training (MOET), in coordination with key ministries and local authorities, Project 1665 is implemented through five pillars:
- Communication and information dissemination
- Entrepreneurship education and training
- Startup-friendly environments in educational institutions
- Financial support for student-led startups
- Policy development and institutional mechanisms
Key Achievements after 6 Years
Project 1665 has achieved significant milestones:
- Online platforms (dean1665.vn and Facebook) attract over 23 million views annually.
- 48% of universities now offer entrepreneurship courses (up from 30% in 2020).
- 75% of institutions provide short-term startup training; 10,000+ students attend annual events.
- A national network of 200 startup mentors has been formed.
- 50+ universities have startup centers; 110 institutions have dedicated spaces.
Educational Ecosystem Enhancements
MOET has piloted ecosystems in three universities and launched co-working spaces in HCMC and Hue, a Fablab in Tay Ninh, and student-led clubs in 60% of schools. Collaborations with businesses have helped co-develop on-campus hubs.
Policy & Financial Support
MOET and the Ministry of Finance issued Circular No. 126/2018/TT-BTC and Circular No. 26/2021/TT-BGDĐT to formalize funding. Universities are encouraged to establish innovation investment funds (under Decree 38/2018/NĐ-CP) and draft internal funding regulations. Circular No. 07/2022/TT-BGDĐT provides guidelines for job support and startup assistance.
