The program aims to concretize the implementation of Resolution No. 57 dated December 22, 2024, of the Politburo regarding breakthroughs in the development of science, technology, innovation, and national digital transformation. It opens up opportunities for international cooperation, experience exchange, and investment attraction, contributing to a strong development of the startup ecosystem in Vietnam in general and in Binh Dinh province in particular.
Attending the forum were Shovgi Medhizada, the Ambassador Extraordinary and Plenipotentiary of Azerbaijan to Vietnam; Kanat Tumysh, the Ambassador Extraordinary and Plenipotentiary of Kazakhstan to Vietnam; and Marri Kohdayar, the Ambassador Extraordinary and Plenipotentiary of Pakistan to Vietnam. From the central government, there was Mr. Do Tien Thanh, Deputy Director of the National Innovation Center; Dr. Dinh Viet Hoa, President of the National Startup Association. From the provincial leaders, there were comrades: Pham Anh Tuan, Chairman of the Provincial People’s Committee; Doan Van Phi, Permanent Vice Chairman of the Provincial People’s Council; and members of the Provincial Party Standing Committee, Provincial People’s Committee, as well as local departments and agencies, alongside numerous organizations supporting innovative startups, experts, startups, scientists, managers, investment funds, and businesses both domestically and internationally.
Speaking at the Forum, Chairman of the People’s Committee of Binh Dinh Province, Pham Anh Tuan, emphasized that the event is not only an opportunity for policymakers, businesses, investors, experts, and the startup community to meet and share experiences but also plays an important role as a bridge to promote cooperation, mobilize resources, and create momentum for the innovation startup ecosystem to develop more strongly, especially in the Central Highlands region.
In addition, he affirmed that Binh Dinh always welcomes new and creative ideas and is ready to take the lead in experimenting with these issues, hoping to become a “companion” to startups and young entrepreneurs. “We understand that a strong startup ecosystem cannot solely depend on the government but requires the collective effort of businesses, investors, scientific organizations, and society as a whole.”
Recently, Binh Dinh province has focused on building an innovative ecosystem and establishing research centers for the application of advanced technologies. An important project in this regard is the construction of the Quy Hoa Science Urban Area – Quy Nhon Creative Valley, covering an area of 242 hectares.
Binh Dinh is also the first locality in the country to have a science urban model, becoming a destination for top scientists worldwide. The core of this urban area is the International Center for Interdisciplinary Science and Education (ICISE), which brings together a high-level international scientific advisory council consisting of 9 Nobel laureates and 1 Fields medalist. To date, ICISE has attracted more than 16,000 scientists from over 60 countries and has organized more than 200 scientific events, including over 120 international seminars. Alongside this, Binh Dinh is also enhancing investment in developing research and technology application centers with many large-scale projects.
The Chairman of the People’s Committee believes that the connections established at the Forum will not only stop at commitments but will open up many substantial and sustainable cooperation opportunities in the future. The success of this National Innovation Startup Forum lies not just in the discussion sessions or partnership signing ceremonies, but more importantly, in the startup projects that will be promoted, the new opportunities investors will find, and the creative ideas that will soon become a reality. The Chairman conveyed a message to the startup community, businesses, and investors: “Come to Binh Dinh! Bring your bold ideas here! Let’s create breakthrough solutions together! Let’s turn Binh Dinh into a cradle of startups, innovation, and a reliable destination for high-profile technology enterprises regionally and internationally!”
In his opening speech at the Forum, Chairman of the National Startup Association, Dr. Dinh Viet Hoa, particularly emphasized the role of people in creativity and entrepreneurship. According to him, the message of the innovative startup forum always aims to convey: only people can create creativity, thus leading to outcomes that contribute to the country and the nation.
With the mission to promote the entrepreneurial spirit and support Vietnamese business founders, thereby contributing to increasing the number of businesses in Vietnam and ensuring their sustainable development, the National Startup Association has organized many influential programs such as the National Startup Forum, industrial innovation programs, and initiatives in national tourism and agriculture.
At the Forum, ambassadors from various countries, speakers, investors, and businesses presented papers and shared experiences on how to successfully start up and innovate, as well as the role of government in providing guidance and creating a favorable environment to promote innovative startups in each locality and unit.
In particular, during the discussion session titled “Converging Global Resources to Develop the Innovation Ecosystem of Binh Dinh Province” as part of the Forum, economic experts shared their perspectives, proposed solutions, and connected potential cooperation in the spirit of openness — partnership — and joint development. Among their proposals was the need for mechanisms to support workforce training for businesses and organizations focusing on innovation in finance, accounting, marketing, and information technology. More importantly, Binh Dinh cannot go it alone; it must link with the region and collaborate on developing the startup and innovation ecosystem.
Chairman of the People’s Committee Pham Anh Tuan committed to creating the best possible conditions in terms of policies, business environment, and support ecosystems so that businesses, investors, and startups can sustainably develop in Binh Dinh. He also reaffirmed his determination to “transform” Binh Dinh into a Center for Science and Technology, Innovation, and Digital Transformation through specific programs, actions, strategies, and steps.
During the event, a strategic cooperation signing ceremony took place between Binh Dinh Province and leading partners such as CMC Technology Group Joint Stock Company, the International Center for Interdisciplinary Science and Education (ICISE), the National Startup Association, the Young Entrepreneurs Association, and many pioneering organizations in the field of science and technology. Notably, the establishment of an investment fund for startups and innovation in Binh Dinh was announced, opening up great opportunities for startups to thrive within the province’s innovation ecosystem.
As part of the 6th National Innovation Startup Forum – Binh Dinh 2025, many meaningful and practical activities took place, including in-depth discussion sessions on investment, innovation, artificial intelligence, and cross-border e-commerce. These sessions provided an opportunity not only to share and learn from experiences but also to serve as an important bridge to promote cooperation among startups, investors, businesses, and organizations supporting innovation both domestically and internationally.
