Integrating Innovation into Government Directives
MOFA collaborated with other ministries, local authorities, and sectors to advise the Government on issuing Resolution No. 21/NQ-CP (February 20, 2023). This resolution outlines the Government’s Action Program for 2022–2026 to implement Directive No. 15-CT/TW by the Party Secretariat on economic diplomacy for national development by 2030. Relevant mandates include:
- Organizing national, regional, and international events to promote science, technology, and innovation (STI) markets.
- Attracting multinational corporations to establish R&D and innovation centers in Vietnam, prioritizing technology transfer projects.
- Supporting the development of high-quality human resources and the startup ecosystem.
MOFA also issued Action Plan No. 905/QĐ-BNG (April 17, 2023) to implement Resolution 21. The plan assigned Vietnamese overseas diplomatic missions and internal departments to:
- Propose long-term and sustainable cooperation frameworks in trade, investment, science, and innovation.
- Promote economic diplomacy in support of digital transformation and STI.
- Mobilize the overseas Vietnamese community—particularly intellectuals and investors—to support innovation, trade, branding, and startup development.
Mobilizing the Vietnamese Diaspora for Startup Support
In collaboration with the Ministry of Science and Technology (MOST), particularly the 844 National Program Office and the State Committee for Overseas Vietnamese Affairs, MOFA has coordinated key initiatives to foster international startup engagement, including:
- Global Mentoring and Venture Program (GMVP) 2023, connecting Vietnamese startups with domestic and international expert mentors.
- TechConnect & Innovation Vietnam 2023 (September 2023) and the Open Innovation Day in Ho Chi Minh City (October 2023), both attracting strong participation from the overseas Vietnamese community through the support of Vietnamese embassies and consulates abroad.
- MOFA assigned a representative to coordinate the GMVP and support the operation of the Overseas Vietnamese Intellectuals Network under Program 844.
Advancing International Partnerships and Innovation Diplomacy
MOFA has actively integrated startup and innovation-related themes into Vietnam’s high-level diplomatic agenda, contributing to strategic bilateral relations, such as:
- Including STI cooperation in the Vietnam–Republic of Korea Comprehensive Strategic Partnership Action Plan (June 2023).
- Supporting innovation commitments in the Vietnam–United States Comprehensive Strategic Partnership (September 2023).
- Highlighting innovation in joint declarations during official visits to Japan (November 2023) and China (December 2023).
Furthermore, MOFA continues to:
- Promote agreements on STI cooperation with countries such as Singapore, Australia, South Korea, and Japan.
- Advocate for upgrading the Letter of Intent with Switzerland into a bilateral agreement on STI cooperation, aiming to establish a “Priority Innovation Partnership.”
- Seek funding and technical assistance from foreign governments and corporations to help Vietnamese startups expand and build robust infrastructure and global networks.
